Lucid link fixes

Why is this change being made?

The Customer Programs page was updated with some links to LucidChart, but the links had to be corrected so that it didn't require Single Sign-on from users to directly view the charts and their information. The links go to a public URL that doesn't require authentication.

Additionally, I removed a redundant line from a list.
