Add risk factor link to public handbook
Why is this change being made?
While this link is also present on the 2FA helper app in Zendesk, it is presented there without much context. Having had the link to this specific section in the internal handbook right on the public handbook page where it's in context of the process description would have saved me a fair bit of time when trying to work a SaaS account case.
