Updated Procurement termination process to include new Zip workflow and issue template

Why is this change being made?

Changes outline Procurement's new termination process including the Cancellation Request issue template and the new Zip workflow. New process is a result of Procurements FY24-Q2 OKRs to mitigate risk during the termination process.

DRAFT - not ready to be merged until Zip workflow and Issue Template are both complete and communication plan has been established. Will update MR with these links once available.
