Updating MS Office entry in pre-approved application listing

Why is this change being made?

Security had previously steered users toward Microsoft Home & Student, though Legal has since noted that Home & Student is not licensed for commercial use. Going forward we will direct users to Home & Business, while also indicating that Outlook (bundled in the purchase) should not be used. That language may be removed if we're able to complete our TPRM review for MS Outlook.
