Add documentation for Remote Development Workspaces project in Dev Evangelism handbook
Why is this change being made?
The Developer Evangelism and Technical Marketing teams are using project resources for Remote Development Workspaces. This has been documented in https://gitlab.com/gitlab-de/use-cases/remote-development/agent-kubernetes-gke but was not documented in the handbook yet.
This MR adds documentation about the resources, and makes it easier to discover troubleshooting steps when the workspaces cannot be created.
