Update Switchboard glossary page to include OnboardingTenant model

Why is this change being made?

In https://gitlab.com/gitlab-com/gl-infra/gitlab-dedicated/team/-/issues/2309, we introduced the concept of an OnboardingTenant model and record. This MR updates our Switchboard Glossary page top include this distinction and background as to why this new model is needed and how it will be used.

This will help the team in discussions around the onboarding flow to be clear on what role each of these models and records serves in Switchboard - for example, see thread on https://gitlab.com/gitlab-com/gl-infra/gitlab-dedicated/switchboard/-/merge_requests/663#note_1468155861
