Uplevel and reorganize secure and govern jtbd

Why is this change being made?

Significant efforts have been made recently to validate and discover the JTBD for Secure gitlab-org&10445, gitlab-org/ux-research#2223 (closed), and gitlab-org/ux-research#2195 (closed) to list a few. However, the insights from the completed research still need to be reflected in the Secure and Govern HB Page.

Additionally, with the insights from the new research we have learned that many of the previous jobs were often labeled as main job statements but were in fact micro-jobs in the job process. So, this MR seeks to represent the current JTBD knowledge for Secure and Govern accurately. The table I am trying to create is best shown in this google doc.

The big schema changes are mainly 1) adding a new column for the needs, 2) removing `confidence` and `short_jtbd` and 3) changing the name of `micro-job` to `notable-micro-jobs` and `source` to `validation`.

The last item is more surface level, obviously, so I can revert that if needed.
