Add section on Distribution work priorities

Why is this change being made?

To clearly outline how we prioritize each piece of work the team is responsible for to ensure that team members know what to work on each day. The goal is to more clearly define how we prioritize work and ensure that we remain on track for broader team goals.

Author Checklist
