Update referral language bonus for clarity
There has been some confusion regarding how we determine when a new hire qualifies for the "underrepresented groups" bonus of $2000 instead of the standard $1000.
Because GitLab strives for diversity in all our various departments and functional groups, there is no one standard definition for the term "underrepresented group," and the language in this section of the handbook had been left intentionally vague.
This re-work should hopefully make the process clearer and better indicate the motivation for the bonus.
