Update to Rehire Process in TA Handbook - Sourcing

This MR clarifies and finalizes our rehire process for former GitLab team members. The new process, as defined by this MR and issue will require that recruiters use a pre-formatted template email to reach out to People Connect to confirm rehire eligibility before speaking with a potential rehire. The recruiter will be responsible for adding a private note to the candidate's Greenhouse candidate.

This MR will creates a new section in the Sourcing page of the the Handbook.
