Update Syntax Typo in 2022-11-15-simple-kubernetes-management-with-gitlab.html.md.erb

Why is this change being made?

This blog post is used more often than the actual handbook documentation. I've had multiple individuals following this blog post run into an error due to some out of date syntax on the base64 command

Author Checklist
