Add tip to database review about dashboards

Why is this change being made?

Many database reviewers who are pursuing maintainership have a difficult time separating out their database and backend reviews. To aid this, I've created dashboards for some of them to track their database-focused reviews. This change adds notes about these dashboards to the documentation for visibility if folks want to use them.

Author Checklist
