Changing the wording around encouraging in-progress Promotion documents

Why is this change being made?

In-progress promotion documents can be shared if a team member is comfortable with it. With this MR changing the wording to reflect that we do not encourage it if a team member is not comfortable with it/but it would be up to the team member at all levels.

Also adding in a suggestion to where to share the promotion document on slack if they would want to further share.
