Clarify that there's no visiting grant at this time

Why is this change being made?

The handbook seemed a little obtuse about visiting grants. I had to read through all the text to conclude that we simply don't do it anymore. I think it's better to be completely upfront, especially on a public page that's viewed by candidates, about what is offered.

PS - I really hope we bring these programs back.
