Why this change?

The url structure represents the site map, and it should be both predictable and consistent. URLs visualize the site structure. The farther the path deviates from the page name, the less useful they become. The challenge is that it also should be stable, which is why we are announcing this change far in advance of 17.0. Over the years page titles have began to deviate from their original designation.
