Deleting StORM Methodology Handbook Page and Updating Links Accordingly

Why is this change being made?

With this MR, we consolidated the StORM Methodology Handbook page with the StORM Program Handbook Page. With this consolidation, we're deleting the Methodology handbook page and updating the links associated with it accordingly.
