Add Content Request handbook to Dev Evangelism request resource handbook

Why is this change being made?

The content request issue template has been added to the Technical Marketing handbook. While reviewing the Slack channel bookmarks in #dev-evangelism-and-technical-marketing, I saw that we link to the Dev Evangelism handbook with all resources. https://about.gitlab.com/handbook/marketing/developer-relations/developer-evangelism/#want-to-work-with-the-team

This MR adds the content request handbook to the list of resources.
