Mature SA Peer Review from Commercial to Global SA Practice

Why is this change being made?

SA Peer Review sessions have been consistently running within Commercial organisation since FY23-Q4 and have been positively received by team members. This MR suggests maturing the activity into standard SA deliberate practice in order to create higher visibility and foster adoption in Enterprise.
