Update handbook page to include additional sanctioned regions of Ukraine

Why is this change being made? The page must be updated for consistency with US trade control law (and company policy), as two additional regions in Ukraine have been sanctioned as of last year. These sanctions prohibit GitLab from doing business in those regions.
