[GitLab Dedicated] Add notes on the subcomponent field

Why is this change being made?

During Office Hours with Gerardo gitlab-com/support/support-pairing#10531 , we reviewed GitLab Dedicated Support requests and observed that we should update the GitLab Dedicated Logs to note that folks can filter on subcomponent. This permits folks to take guidance from the docs on GitLab's Log system while working on GitLab Dedicated.

Ultimately, this should help make Support Engineers a bit more efficient and help us with gitlab-com/gl-infra/gitlab-dedicated&212 in the process.
