✨ [GitLab Dedicated] Use a permalink when sharing log links

Why is this change being made?

While reviewing Support Requests, we noticed a troublesome Opensearch link. It looks like using a Permalink would make sure that the Opensearch links that are provided in Support requests are clickable.
