Update handbook page about background checks to reflect current practice re sanctions screening

Why is this change being made?

The current language says that we will only screen candidates for sanctions under certain circumstances/where permitted by local law. After realizing that local law is unlikely to prohibit these screenings (because screening is based on very limited information), we have since asked Sterling to conduct sanctions screening (which I believe they call "Global Sanctions Screening") by default for all candidates. We would want to update this handbook language to reflect that change.
