Make OKRs and Issue Backlog authoritative locations for Reliability work

Why is this change being made?

Since we moved to [permanent teams] and using OKRs to track the majority of our work in Reliability, the need for gitlab-com/gl-infra&898 (closed) has deminished to the point that it's not consistently updated and may be giving folks a false view of the work in the sub-depeartment. To remove the ambiguity and another location to provide status updates we are updating the handbook to point directly at the backlog and OKRs.
