Updates the workaround label process for Environment Automation

Why is this change being made?

In order to keep the lights on for GitLab Dedicated, there are situations where we need to apply temporary workarounds for bugs on upstream libraries that are outside of our control. Some of these temporary workarounds may imply some manual operations to be performed by the team at periodic times, which is toil that adds up in the team's cognitive load.

We propose in this MR an improvements in the temporary workaround process with the aim to simplify how we apply the labels and the queries required to get a picture of all the active workarounds.
