Adding IT requirements and RA process for Independent Contractors to TPRM Handbook

Why is this change being made?

Changes to the independent contractor workflow in ZipHQ requires IT to consult SecRisk in cases where the laptop fulfillment can't be met. Additionally, IT is responsible for approval workflows in ZipHQ for laptop requests moving forward.
