Draft: Clarify license emergencies workflow
Why is this change being made?
After discussing in Separate L&R from CEOC role (gitlab-com/support/support-team-meta#5303 - closed) we came to the conclusion that the current description doesn't fully capture a) what is currently happening and b) what should be happening.
This is an attempt to rectify. There's some changes in here that should go through the full rollout if we merge them (making managers aware that they're DRI for license emergencies once pinged, most importantly).
Still in Draft because I actually don't know the process well enough to update it fully.
