Updating TaNEWki Tips HB Page

Why is this change being made?

This MR is making a couple of changes to the TaNEWki Tips handbook page:

  • Removing reference to UK payroll (expecting an email from PC)
  • Removed link to LawLogix (I-9 section) - this links to the internal HB which the new hire will not have access to prior to starting at GitLab
  • Adding extra note about payroll cut off dates
  • Adding extra info for other entity and PEO locations
