Update DR Working Group handbook page
Why is this change being made?

The DR Working group has been meeting and iterating for quite some time. This page could benefit from some updates.
- We have completed some efforts, and changes to the original plans are ongoing (due to natural iteration), so I have added a
Completed
section for efforts that are done and no longer being worked - We have defined clear exit criteria in the Internal handbook and updated this page to provide a clear link to that exit criteria
- Some of the links were outdated, so they have been updated.
This MR also includes an update to the CODEOWNERS
file to make myself (@mjwood) and @andrashorvath owners of this page since we are the Product and Engineering DRI for this working group.
