Adds an end date to the frontend observability working group

Why is this change being made?

This MR pairs down the exit criteria, links to the relevant issues and provides an exit date for the Frontend Observability Working Group.

This WG has been going for a while and we now have an end in sight so it's important we reflect this on the handbook page.
