Add "features by group" product handbook into Dev Evangelism community response handbook

I have been using the features by group tabled overview for more efficient search in the past 3 years. This MR adds this valuable resource into the handbook for involving DRIs.

Formatting and a few more team handbook cross-links are applied too.
