Add Laptop Exception to Laptop HB Page

Why is this change being made?

In some instances IT may be unable to provide a GitLab laptop to TMs or individuals acting on behalf of GitLab. If business need justifies accepting the associated security risk a Risk Acceptance may be applicable. This MR is being created to define the following and document it in the HB:

  • Who will own the new Risk Acceptance Template (IT or Security)
  • What levels of approval are appropriate (dependent on data classification)
  • What departments should approve
