Update index.html.md in Handbook page on Localization to remove references to Smartling

Why is this change being made?

Updating the Handbook's Localization page's index.html.md file to remove references to Smartling. The reasoning is, Smartling has been retired as our translation management system. A related decision, after the POC of Smartling GDN implementation in the past, has been recorded here, and detailed here.
