Add jtapiab as gitlab-web-ide maintainer

Why is this change being made?

This MR adds @jtapiab as a new maintainer for the https://gitlab.com/gitlab-org/gitlab-web-ide project after being part of the Onboard new Maintainers (Aug 2023 Cohort).

Also, this changes the @jbobadilla-ext deprecated username by @jtapiab for Geo triage rotations.
