Include information regarding baby gifts

Why is this change being made?

We have discussed the topic in Slack - https://gitlab.slack.com/archives/GNWR9JY20/p1691853937846769. The handbook does not currently list the baby swag that GitLab sends team members when they request Parental Leave, so team members were purchasing these items on their own and seeking reimbursement. This was causing GitLab to be charged twice for items that the team member was already receiving. I've added information in the handbook and noted that baby swag is not reimbursable.
