Update weekday only shift guidance to not be out of date

Why is this change being made?

The guidance on https://about.gitlab.com/handbook/engineering/infrastructure/incident-management/incident-manager-onboarding/#incident-manager-shifts was put in optimistically when addressing https://gitlab.com/gitlab-com/gl-infra/mstaff/-/issues/184 but it's taken much longer than expected due to complexity but the page remained with the same guidance. This MR corrects the out of date information and places an undetermined period of time. Once https://gitlab.com/gitlab-com/gl-infra/mstaff/-/issues/184 is resolved this will need to be updated to reflect new dates.
