Re-add controlled document header to expenses handbook

Why is this change being made?

All controlled documents need to provide a warning header that informs the reader. This is important for MR reviews and approvals, documented in https://about.gitlab.com/handbook/security/controlled-document-procedure.html#review

!128807 (diffs) removed the controlled documents header from the finance expenses page. This MR re-adds the header to ensure changes are reviewed in line with the process.
