Add career development check-in template

Why is this change being made?

As part of Career Development at GitLab, ICs use Individual Growth Plans to plan and act on career growth. The CI/CD UX team uses this process as a basis for how we plan for and track career development with our manager. Given the specific templates that we use, I've created an agenda template for monthly/quarterly career progress discussions that I added to our Career Development section in the handbook. This template can help others in the CI/CD UX team structure their career progress discussions as well.
