Update authentication_authorization.yml with maintenance priorities for the next 2 milestones

Why is this change being made?

~"group::authentication and authorization" typemaintenance priorities added to the handbook based on discussion with @hsutor . There are other maintenance related tasks we will schedule in a milestone, but I am not sure if it warrants linking each issue here versus larger chunks of work around the ProjectAuthorizationWorker and the aim to reduce flaky tests. Other items are typically FF cleanup and gem maintainance.
