Link and timing updates to in-flight programs

Updated the table on the page to reflect the current status of the Customer Programs campaigns running for customers who recently signed up. Updates the links to the new copy, and changes the timing language. Should more accurately reflect the emails that customers receive.

Why is this change being made?

The previous version of this was out of date and did not reflect currently-used content.
