!129535 (merged) updated the definition of severity2 to also include web incidents (web was missing from the list).

This MR clarifies that impacting frontend incidents fit into the definition of severity2 incidents. This prevents confusion about the severity and impact of widespread UI issues like gitlab-com/gl-infra/production#16345 (comment 1557679332)
