Update the distribution triage page with group labels

DJ Mountney requested to merge distribution-triage-labels into master

Why is this change being made?

Updates the Distribution handbook triage workflow page to mention the distribution specific team labels.

It was brought up in a team retro that we weren't clearly asking our triage rotation to apply these labels during triage. This MR should resolve the action item from that retrospective: gitlab-org/distribution/team-tasks#1330 (closed)
