Simple process for getting O'Reilly content to all of engineering

Why is this change being made?

During a conversation with @timzallmann we realised that most folks in Engineering would benefit from O'Reilly content in the same way as the Development department. This change enables folks in Engineering to directly access the content through an internal request rather than engaging in a unique procurement process in the same way the development department does. This greatly simplifies the process and gives folks a much lower barrier to entry for accessing the content needed for their role.
