Convert hackathon start and end times to zulu/UTC

Why is this change being made?

The hackathon countdown is using local browser time rather than standard UTC, this minor fix changes the times to use UTC/zulu time.

Validate Locally

I checked this in console, but might be worth running a review app to verify visually as well.

In a node console:

2023-10-02T00:00:00.000Z
> new Date('October 2, 2023 00:00:00Z').getTime()
1696204800000
> Date(1696204800000)
'Sun Oct 01 2023 12:09:58 GMT-0800 (Alaska Daylight Time)'
> new Date(1696204800000)
2023-10-02T00:00:00.000Z
