Extend Ali's borrow to end of Feb 2024

Why is this change being made?

The borrow exit criteria for Ali is that a new engineer is onboarded to the team, which we're now foreseeing to happen by end of Feb 2024 (we've hired someone externally).

This MR extends Ali's borrow end date to reflect this.
