Add Staff+ resources page to the handbook

Why is this change being made?

Related to gitlab-org/architecture/staff-plus-engineer-role-questions#6 (closed)

This change stems from the conversation in gitlab-org/architecture/staff-plus-engineer-role-questions#6 (comment 1562908056).

In this MR we want to document how Staff+ engineers can remain up to date with what's happening in engineering. We don't have such list of resources for Staff+ so in this MR we create one that we can extend in the future.

In the future we could document other resources like:

  • Book recommendations
  • Practices, workflows
  • etc.
