Change QE Sub-department name

Why is this change being made?

This MR updates the QualitY Engineering Sub-department name to Test Platforms sub-department. This restructuring enables our sub-department to have centralized dedicated teams to focus on test and tools infrastructure needs, Self-managed needs, and test coaching/ test engineering needs.

  • Centralized team to focus on tooling and test infrastructure needs will help ensure better reliability of our test suites.
  • Ensure test result reliability.
  • Ensure critical features have adequate test coverage
  • Dedicated team to focus on customer-centric issues on both SaaS and Self-managed instances.
