Reorganize brand resources page for brand asset kit
Why is this change being made?
This MR is to reorganize some of the content on the "brand resources" page (rehoming it to the brand design handbook) so that the page can better serve as a true list of resources for team members. This MR will also update the links to ensure everything is up to date. This issue has more details.
