Fix a broken link in the GitLab Repositories page

Why is this change being made?

Fixes a broken link on the GitLab Repositories page. Step 5 under Creating a new project links to /handbook/security/security-engineering/application-security/inventory.html#how-to-categorize-projects when in fact the link should be /handbook/security/security-engineering/application-security/inventory#how-to-categorize-projects. Notice the lack of .html in the latter link.

I found that the link is broken based on this ping.
