Update SAST direction to clarify themes and current work
Why is this change being made?
Update SAST direction to:
- Delineate between the themes we're actively focusing on, since we have recently completed batches of work related to shift-left and remediation UX.
- Update the list of active and planned priorities to match our big current workstreams
- Move the "SAST does X, doesn't do Y" to the bottom of the page to make it easier to get to the content you need
