Add JTBD codeowners

Why is this change being made?

This MR adds codeowners to the JTBD yml file. Previously, our jobs grew exponentially, became stale, and were inconsistent. They ultimately became not useful. This MR ensures that our JTBD experts have reviewed, provided feedback, and approved JTBD prior to merge. This additional approval step helps ensure that our jobs are aligned and consistent.

    • For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
